Hi overcast,
you can take a look at http://www.esatronik.de/english/jtag.php . But it is a very easy description. :?
There is also a article in this part of the forum "question about boundary scan" (2004.04.04).

Search for JTAG BOUNDARY SCAN at this forum.

Take a look at doc2668 from atmel, you'll get a good overview of jtag ice and bsm.
