Hey guys, what's the best way to hook up on of the onboard USARTS to a DB9 connector so I can communicate with my board via serial interface? Do I need to have some sort of level conversion chip in there, etc...

Yes you have to if you want to hook it up to a PC.

See the schematics of the EB40A in its User guide.
