NVIC PIOC and external interrupt

Hi, this is my first post. I'm trying to detect a level-change (on rise) in a pin, and i can´t make the interrupt works. I'm using AT91SAM3U4E, and keil (in C). This is the code, can anybody help me?? sorry for my english, but this is not my native language.

I'm new in the job, and i stuck in this, a week at least. Really need your help.
