arm linux crosscompile toolchain(cross-2.95.3.tar.bz2) cannot work on Redhat9?

1,download cross-2.95.3.tar.bz2 download form ftp.arm.linux.org.uk
2,extract to /usr/local/arm
3,export PATH =/usr/local/arm/2.95.3/bin:$PATH
4,using arm-linux-gcc to compile a test application use these option:
-I/usr/local/arm/2.95.3/arm-linux/include
-L/usr/local/arm/2.95.3/arm-linux/lib

get error message:
/usr/local/arm/2.95.3/arm-linux/include/linux/videodev.h:linux/version.h:No such file or directory

why this happen?
i can use this toolchain compile kernel(2.4.19-rmk6) for AT91RM9200,
but cannot compile a application,
could someone give some suggestion,thanks.

reply by myself,
cd SourceTop directory,
cp -rf include/asm include/asm-arm include/linux /usr/local/arm/2.95.3/arm-linux/include

will work OK.hope this for newbie helpful.

another question,my ramdisk cannot startup shell for login via serial port,
somebody have a simple ramdisk for AT91rm9200,kernel is 2.4.19.

make xconfig at91rm9200dk_config dep zImage ?

could someone tell me how to use these files:
ramdisk_libc-2.1.3
ramdisk_libc-2.2.3
